Second, Hitler's "unshakable" constancy provided the framework for German policy towards the Jews. (He never seriously considered or proposed that Germans could live together in harmonious peace with Jews.) The constancy of Hitler's eliminationist resolve is not surprising in light of his early and unchanging evaluation of the severity of the Jewish threat. The danger was so great-as he declared in 1920 at a Public meeting before 1,200 people-that he would shrink from nothing in order to get rid of the Jews.
